The Cincinnati retirement system is in trouble, and its $870 million in unfunded pension liabilities could seriusly damage the city’s long-term viability. While there is widespread agreement the funding problem must be resolved, and soon, many local politicians and business leaders say , the pension reform charter ammendent on next week’s ballot, is not the answer.
